Individual Community Living Support in Minnesota
Individual community living supports (ICLS) combine scheduled assistance in at least two areas of daily life for eligible adults age 65 and older living at home.
What is Individual Community Living Support?
ICLS is an Elderly Waiver or Alternative Care service, not another name for IHS. It can bring together reminders, cues, intermittent supervision, and physical assistance around an older adult's assessed needs. Start with the parts of your week that are hard to manage and the help already in place, so the planning conversation addresses gaps without duplicating support.

Compare ICLS with more focused assistance
- ICLS
- Scheduled support across at least two daily-living components under EW or AC.
- Homemaker services
- Household assistance where cleaning is the main need.
- Adult companion services
- Nonmedical support for a therapeutic or community-integration goal.
Illustrative planning example: map more than one support need
You want a reminder system for your weekly routine and help organizing household tasks. Describe each need separately and ask your care coordinator which ICLS components, if any, fit. Do not assume two tasks automatically qualify as two components. This is an example, not a client result.
This is a planning example, not a client story or a promised outcome.
Questions to bring to the conversation
- Which parts of the week need reminders, assistance, or supervision?
- What support is already provided, and where are the remaining gaps?
- Which components and visit times are written into the ICLS planning form?
How to check service eligibility in Minnesota
ICLS is for eligible adults age 65 and older enrolled in Elderly Waiver (EW) or Alternative Care (AC), not the BI, CAC, CADI, or DD IHS program. It requires an eligible home, assessed needs in at least two components, and an ICLS planning form. Confirm authorization and provider capacity separately.

If you are starting without one, contact your county or tribal agency about an assessment. Choosing a provider and receiving service authorization are separate steps.
